CHANGLANG, July 10: Nampong MLA Laisam Simai paid his maiden officials visit to remote Manmao circle yesterday after being elected as MLA and took stock of all the offices at the circle headquarters and interacted with the officers and officials on different issues.

DAWA voluntarily investigates abandoned child case
ITANAGAR, July 10: The Dibang Adi Women's Association (DAWA) has visited the house of James Lego and Yonpak Lego who voluntarily adopted a baby boy, found from nearby jungle of Meka village recently.
On hearing the incident of abandoned child, the DAWA team headed by its President Danggap Perme and General Secretary Mumtak Pasing along with other members voluntarily investigated the matter to find out the actual parents of the abandoned child and the culprit involved behind the crime. The DAWA team on July 6 last unearthed the persons involved in this heinous crime and found that the perpetrators were none other than the child's own parents.

While reviewing the status of various projects undertaken by WRD, Chief Engneer (CE)
Likar Angu informed that out of the available total irrigation potential, 0.92 Lakh
hectare has been achieved including 1900 hectare in 2013-
WRD in collaboration with NERIWALM, Tezpur has brought out a DPR costing Rs 86.62 Cr for Medium Irrigation project of Sille Remi area under East Siang district. This project envisages irrigation potential creation of 3700 hectares and shall be proposed for taking up during XIIth Plan. Under Flood Management Programme, 10 basin projects are ongoing which require Rs 118.47 Cr. The CE stressed that necessary intervention of the state government with the Center is required for enhancement of fund to expedite its completion in time as well as to take up more new schemes.
The Chief Minister suggested for exploring the possibility of augmenting TRT (Tai Race Tunnel) water for irrigation from the proposed hydropower projects. He advised that instead of taking up more new minor irrigation projects, the department should give priority on renovation and rejuvenation of completed projects to make the created assets functional.
He also suggested that innovative water conservation projects are to be identified and proposed for implementation especially in water stress districts like Tirap and Longding while calling for involvement of grassroots level PRI members for identification of needy and viable projects.
During the meeting, issues of the department of Mines and Minerals were also discussed in detail. Also present in the meeting was Kamlung Mossang, Minister for Geology and Mines, Food & Civil Supply and Water Resources Department.

PASIGHAT, July 10: The action taken by Department of Power and Hydropower Development to address the power crisis in Pasighat Township in particular and the East Siang District as a whole are not at all adequate said Pasighat Peoples’ Welfare Committee (PPWC).
The PPWC Chairman Okom Yosung said that prolonged power crisis has paralyzed the normal life of the people. He said that in 2012, Chief Minister Nabam Tuki and former Minister (Power) Tanga Byaling had categorically assured to provide required fund to solve the power crisis of Pasighat from State Government in spite of its acute financial constraints.
The ministers and engineers had also assured that Yambung, Sille, Rina hydels would
be taken care with necessary maintenance and replacement works. They also ensured
uninterrupted power supply from 33 KV line from Aalo and 132 KV Line from Aalo-
Terming the assurance of government and concerned department as eyewash, the PPWC feels that government has betrayed the people of Pasighat and in this regard an open discussion between the engineers and elected leaders along with common people would be held at Solung ground Pasighat on July 12.
The PPWC Chairman, however, said ‘we never encourage any kind of agitation which ultimately adds more sufferings to the people but there are certain issues which bring the people closer and compel them to agitate. He urged the government to renew the agreement so that the electricity supply from Assam to Pasighat continues without disruption.
He appealed to the state government and concerned department to seriously look into the Pasighat electricity crisis and reduce the possibility of public misunderstanding and hostility if any before the situation goes out of hand.

When a baby is born, along with it, a mother and a father are also born. Often, we are eager to teach our little ones when there is a lot to learn from them. A baby exudes all the qualities of an enlightened person. A baby lives completely in the moment. Babies practise all the mudras right from the beginning. They are born in adi mudra – thumb tucked in a fist. They often sleep in chin mudra, index finger touching the thumb and chinmay mudra, with the remaining three fingers closed in a fist. Around the time their spine begins to develop, they start sucking their thumb (merudanda mudra). Through the day, they stretch and twist their spine or touch their toes and so on. Every posture of a baby is somewhere related to yoga. In fact, it appears that yoga was developed by looking at a baby growing.
Many times, people brush aside what babies say as gibberish. Interestingly, children often remember things from their past lives, and between the age of three and seven, they start forgetting it. So, if you keenly listen to them talk, they may be expressing things from their previous birth.

Therefore, it is important for parents to be free from stress because parents’ stress or joy, their character and attitudes get transferred to the child.
Children are naturally drawn to music and dance. It is advisable to expose them to music which is not too aggressive, harsh and hard rock type.
Often parents cannot tolerate children crying. But we should not be too anxious to put a pacifier in the child’s mouth when it cries. It is good for the child to cry a little everyday for it opens up the lungs as well as the cranial bones. Osteopaths also testify to this.
While dealing with children or educating them, one tends to give a lot of negative suggestions. We should be conscious of this and instead should give positive suggestions. Instead of saying, “Don’t go there”, we can say, “Come here”. Similarly, instead of saying, “Don’t throw the bottle”, we can say, “Keep the bottle there”. One can make an effort to turn suggestions more affirmative rather than negative.
Children are a blessing from the Divine. Not only do they bring immense joy with them, bringing them up is a highly educational experience for the parents. They get plenty of opportunities to become more caring, more patient, to lead by example and most of all, to shower all their love on their bundles of joy. It has already devoured several hectares of cropland besides eroding orchards, rubber plantation and paddy fields. The river has expanded its size ten times within the decade; defying all protection measures initiated by the villagers for themselves.

2nd quarterly review meeting of Changlang DHS held
CHANGLANG, July 10: The 2nd quarterly review meeting of Changlang District Health Society on NHM was held under the chairmanship of Deputy Commissioner Chanchal Yadav here yesterday.
Changlang DMO Dr. S Chai Pul while highlighting the objectives and the importance of the meeting urged everyone to make an insight into their performance of last three months and find out doable solutions with the minimum available resources and improve the health care scenario of the district.
DRCHO Dr. Tope Yomcha gave details on various indicators of health care and performance of each of the facility on ANC, RI, JSSK, JSY, RBSK, WIFS, AH, ASHA activities and revised incentives for ASHA and ANM/GNM through PowerPoint presentation.
DTO Dr. M Khimhun gave a PowerPoint presentation on the performance second quarter under RNTCP. The total new case during the quarter was 40 but over all CDR was 70.1% only, he informed.
Linjir Chisi, Consultant, DVBDCS, also gave a PowerPoint presentation on performance under NVBDCP in the first quarter. He also informed not much activity could be done due to paucity of funds.
DLO Dr. H Tangjang informed that one new case of leprosy has been detected in Changlang during this period but it was much below the national average.
Deputy Commissioner Yadav, who is also Chairperson of the DHS actively took part in the discussion and took keen interest in every slide of the power point presentations on different programmes and interventions being implemented under NHM. She appreciated the efforts of the health workers for bringing out a good name for the district and asked everyone to do better to retain the status in the state. Stop leakages of revenue
For a state like ours which is struggling hard to generate revenue of its own, there is urgent need to find ways to earn more revenue. Lack of revenue generation has forced state to totally depend on central funds to carry out development activities. Tax and excise department has failed to plug in the revenue leakages. Though department has been earning record revenue in recent years, still they have not been able to stop the leakages of revenue.
Corruption is considered to be major cause of revenue leakage. Business community avoids paying taxes using illegal means in nexus with the officials of tax & excise. It is noticed that maximum leakage is taking place from tax and excise check gates set up in various entry points. Government of Arunachal should take note of such problem and find out means to tackle it. In this regard it is heartening to note that Chief Minister Nabam Tuki opined for appointment of a knowledgeable tax consultant of repute to guide the State Government to increase its tax base for generating more revenue. He shared this in a high level interactive review meeting of Tax & Excise and State Transport Department that was organized in the Conference Hall of Chief Minister’s Office on Wednesday. It was also discussed to constitute a committee to look into the matter of double taxation. Chief Minister Nabam Tuki should expedite the process to appoint tax consultant before its too late.

Enduring stage of repair and reconstruction

Through your esteemed daily, I would like to highlight the transportation and communication problem being faced by the public of Kharsang Miao circle of Changlang district.
Repairing and reconstruction of Namchik-
I would like to know how much time it would take to repair and reconstruct a road which is merely 30 kms. I am sure it doesnot take 3 years.
Miao and Kharsang, being an industrial hub and one of the most populated area needs proper and good road. The distance of the road is approximately 30km and it takes more than 2 hours to complete this length.
Many sick and injured people have already died because they have not been able to reach hospitals on time as we have to go to Assam to avail better medical facilities.
And people spend lot of money in repairing their vehicles as it need maintenance after every journey through this road. Students cannot reach school on time as there are potholes every where.
So on these grounds, I would like to appeal to the concern govt department, local MLA, ZPM and public leaders of this area to look into the matter and speed up the construction and repairing process.

I would like to thank MLA 26th Dumporijo ST Assembly Constituency for sorting out our grievances.
The restoration of bus service of Daporijo-
Maro which is a new born Circle headquarter was lying on the verge of being overshadowed by the harsh word ‘ignored’ in context to the development factors, but with the initial fruitful vision of development shown to us by our present MLA has ignited our dreams, and we are hopeful that he will bring the much needed developmental change, making our area and the people pace up with the fast running modern world.
I would like our MLA to initiate efforts for full pledged establishment of Krishi Vigyan Kendra (KVK) at Maro as the construction of KVK office building has been put on halt that too in the final stages of completion. It’s worth to mention that though the Govt. Papers shows KVK, Maro in its list, the staffs are running it from the district headquarter Daporijo; thus depriving the much needed developmental assistance.
The education sector too is longing for basic infrastructural development. The Primary School campus and the school infrastructure need special attention. Presently the school is in its worst condition and the basic amenities for the teachers and students required in the school too seem to be insufficient as compared to other primary schools of the adjoining areas.
The Secondary school is also in need of separate Boys Hostel.
Many students have opted for rented house in absence of hostel facility.

A rally perhaps
Dear Editor,
The recent issue of Chinese claim on Arunachal Pradesh is a most serious problem which needs to be checked early. That's why I appeal to all the active personalities of all the organizations of the state to convene a mass movement or a Rally jointly in every district on a convenient day to mark total protest against the claim and in order to make the masses aware of the situation.
It's also necessary to endorse the resolutions of all district rallies to the centre so that the authority can press hard against Chinese claims.
On the other hands, such protest rallies may be done tactfully so that the present processes of peace building measures of the two nations are not hampered.
