MLA appalled at office status

CHANGLANG, July 10: Nampong MLA Laisam Simai paid his maiden officials visit to remote Manmao circle yesterday after being elected as MLA and took stock of all the offices at the circle headquarters and interacted with the officers and officials on different issues.

Appalled at the prevailing status of the offices without sufficient staff, he appealed each and everyone to discharge duties for better public service.

While interacting with the students of Manmao Secondary School, he exhorted them to be more career conscious and be a good human being. He urged them to utilize their energy in studies.

The young leader with youthful vision shared his innovative plans and ideas in store for all round development of the circle. Exuding confidence and positivity, he fervently appealed to all HODs and public leaders to work as a team and try to create conducive atmosphere so as to navigate Manmao towards the island of development. He stressed on better work culture and working ethics and focus on development as a whole instead of sticking to individual benefits. He appealed all and sundry for co-operation in bringing developments in the circle and delivering service to all.

DI pipelines washed away at Delang Korong

ITANAGAR July 10:  Eight pieces of Ductile Iron Pipeline laid between Mebo Township and Aohali Village under Mebo sub-division were washed away at Delang Korong during the incessant rain on July 8 last leaving Mebo Township under complete shortages of drinking water supply.   

Meanwhile, ZPM Mebo-Banggo Oling Perme has approached the PHED for early restoration of the water supply and the AE PHED Er. Jalat Tayeng also felt the need for immediate restoration of the damaged pipelines. The Bomak water mega project with an estimated cost of around 20.53 crores funded by Union Ministry of Development of Northeastern Region (DoNER) under Non- Lapsable Central Pool of Resources (NLCPR) during March, 2010 was to supply potable water covering Mebo, Silluk, Aohali, Sigar, Raling, Motum etc. The project was supplying water to Mebo Township from last one year. However, the mega project failed to supply water to other downward villages like Motum, Sigar, Raling, Ngopok, Kiyit as the work of which is still lying incomplete.

 

DAWA voluntarily investigates abandoned child case

ITANAGAR, July 10: The Dibang Adi Women's Association (DAWA) has visited the house of James Lego and Yonpak Lego who voluntarily adopted a baby boy, found from nearby jungle of Meka village recently.

On hearing the incident of abandoned child, the DAWA team headed by its President Danggap Perme and General Secretary Mumtak Pasing along with other members voluntarily investigated the matter to find out the actual parents of the abandoned child and the culprit involved behind the crime. The DAWA team on July 6 last unearthed the persons involved in this heinous crime and found that the perpetrators were none other than the child's own parents.

Later, both the parents were made available in person to the Officer-in-Charge, Police Station, Roing where they have confirmed the crime being committed by them. However, till today no arrest has been made in this connection, said DAWA.

Meanwhile, the DAWA lauded the philanthropic acts of Lego family and urged the family to give him love, affection and proper education. The DAWA contributed some financial assistance to the new parents of the Child for his maintenance.

AAPSU-bandh cripples  normal life

ITANAGAR, July 10: Normal life remained paralysed for the second consecutive day in state following the 36-hour state-wide bandh called by the All Arunachal Pradesh Students' Union (AAPSU) in protest against the non-fulfilment of its charters of demands. The bandh which started at 5am yesterday was total as all business establishments, educational institutions, financial institutions; central government offices remained closed. There was no report of any untoward incident during bandh and the bandh passed off peacefully.

Attendances in state government offices were very thin in the Capital Complex despite the government standing order to all the employees to attend the office during bandh. Sources informed that there was similar situation across the state during the bandh.  All sort of public and private transport remained off the road in Capital complex while a few state transport buses with escort, ambulance, vehicles of paramilitary forces and magistrate on duty were seen plying.

The 36-hours bandh received huge response from the public, claimed AAPSU.  According to sources, the bandh paralyzed normal life in Tawang, West Kameng and East Kameng districts. The normal life was also reportedly affected at Bomdila and Seppa due to bandh, however, there was no report of any untoward incidents.

In the eastern part of Arunachal Lower Dibang Valley was completely affected by the bandh. Schools, government offices and shops and business establishments completely remained closed at Roing today, said Danghi Mangam, AAPSU Education Secretary. Mangam further claimed that public of LDV and students’ bodies fully extended their cooperation with the AAPSU in their fight.

The AAPSU has been demanding a 'White Paper' from the state government on the present financial position of the state besides demanding immediate payment of employees salaries and pending bills to the contractors, ban on the appointment of chairmen and vice-chairmen, providing uninterrupted power and water supply in the state capital and proper maintenance of all sectoral roads and highways in the state. The AAPSU had called its second phase of 36 hours state-wide bandh after the state government failed to fulfill its demands even after the union's first phase of 12-hour capital bandh on June 25 last.

Earlier, the state government in an order had declared the bandh illegal and directed all the departmental heads to ensure full attendance during the bandh period.

 

 

Budget 2014: FM seeks to bridge gap with North East

NEW DELHI, July 10: With an allocation of Rs 53,706 crore in the ongoing fiscal for the North East, Finance Minister Arun Jaitley today sought to end the 'sense of isolation' of the region proposing a slew of proposals, including enhanced road and rail connectivity and fostering of organic farming.

Underlining the importance attached by the Narendra Modi-led government to the region, the finance minister also mooted launching of a 24x7 television channel for the region apart from setting up a sports university in Manipur.

"North Eastern Region has suffered from under development and a sense of isolation due to lack of proper connectivity," Jaitley said while presenting the Budget in Parliament.

Reminding the house that it was the previous NDA government under Atal Bihari Vajpayee which made compulsory 10 per cent allocation of plan funds for North Eastern region and had made them non-lapsable in nature, he said from the current budget the new government has introduced a statement which will separately show plan allocation made for the North Eastern Region.

"In the Financial year 2014-15, an allocation of Rs 53,706 crore has been made for North Eastern region," Jaitley said.

In the Budget for 2014-15, the Ministry of Development of North Eastern Region has been allocated Rs 2,332.78 crore, out of which Rs 2,306 crore is under plan and Rs 26.78 crore non-plan.

Stressing on the need for development of rail system in the region urgently to bridge the gap with the rest of the country, he said: "I intend to expedite the development of rail connectivity in the region and for this purpose I propose to set aside an additional sum of Rs 1,000 crore over and above the amount provided for in the interim Budget."

Giving equal importance to the development of roads, he proposed a total investment in National Highways Authority of India and state roads of an amount of Rs 37,880 crore, which includes Rs 3,000 crore for the North East.

The finance minister also emphasised on the need to tap potential for development of organic farming in India's North Eastern (NE) region.

"With a growing global demand for organic food, people living in the NE states can reap rich harvest from development of commercial organic farming. To facilitate this, I propose to provide a sum of Rs 100 crore for this purpose in the current financial year," he said.

Commenting on the plans to launch a dedicated channel for the region he said TV is a very powerful tool for the expression of cultural identities and for creating awareness of the richness of the diversity of our country. PTI

 

 

Tuki gives emphasis on industrial growth, skill development

ITANAGAR, July 10: Taking ahead the series of his pre-budgetary discussion with various departments to formulate a strong, vibrant and people centric-budget for the state, Chief Minister Nabam Tuki had meetings with the departments of Industries, Skill Development, Water Resource and Mines and Mineral here Wednesday afternoon.

Tuki directed the department officers to put efforts to operationalise the Industrial Growth Centre of Niglok-Ngorlung in East Siang District on an urgent basis. In order to address the power problem of the centre, he suggested to opt for solar power besides taking up the road repairing work connecting the Industrial Growth centre with concern department on priority.

There is also need to modernise the existing infrastructure meant for promoting industries in the state, he pointed while emphasizing that there is need to have a Mega Food Park with facilities like Collection Centre and Primary Processing Centre. Pilot Projects on Noval Food Processing Areas under Public Private Partnership, Food Testing Laboratory, SEZ, smart city development are few of the areas which needs to be taken up, he added.

The Chief Minister directed that under skill development, the mission of providing 1 Lakh jobs has to be fulfilled and the Department should take all action to achieve the same in time bound manner. Job Preference in State Govt. Department/ Organization for ITI Graduate, Livelihood School/Center (as in Sikkim) and Skill Development in Schools is some of the areas where the department can take action. He further emphasized that self employment must be given priority and labour also needs to be trained to improve their skills so that quality of work improves.

Tuki reviewed the implementation of schemes and overall achievement of Industries and Skill Development & Employment Generation departments for the year 2013-14. Power-point presentation was made by Secretary Industries Dr. S.S. Ghonkrokta in presence of Ramesh Negi, Chief Secretary, Tajom Taloh, Commissioner to CM, Tamio Tatak, Director Industries and Subu Tabin, Director Skill Development & Employment Generation.

The Secretary informed that in 2013-14, 27 new industrial units were registered by the Department, which involved capital investment of 3559.72 lakhs and gave employment to 489 persons. During 2013-14 the Department approved disbursement of subsidy to 7 food processing projects for Rs 270 Lakhs. State Level Empowered Committee on National Mission on Food Processing (NMFP) has approved 38 Beneficiary's Project, amounting to Rs. 774.00 Lacs subsidy amount in two phases. Second phase disbursement is  subject to receipt of Grant-in- Aid from the Government of India on following schemes : Technology Up gradation/Establishment/ Modernization of  FPI, HRD, Promotional Activities, Modernization of Meat Shop & Cold Chain.

Factory and boiler cell enhanced its revenue from 2.89 lakhs (2012-13) to 11. 55 lakhs (2013-2014). Progress of projects like  Integrated Infrastructure Development (IID) Centre, Bame, West Siang District under the Ministry of MSME, Establishment of Entrepreneurship Development Institute (EDI), Jote, Papumpare, Establishment of Entrepreneurship Development Institute (EDI)under NEC Sponsored Scheme, operationalisation of Industrial Growth Centre, Niglok-Ngorlung, East Siang district Under Ministry of Commerce & Industry were discussed. Under Skill Development, 30 Vocational Training Providers (VTP) were empanelled, while 22 VTPs have signed MoA with the State Government. The Implementation of Skill Development Mission in Arunachal Pradesh was started in the year 2008 and progress under the same is as follows:

While reviewing the status of various projects undertaken by WRD, Chief Engneer (CE) Likar Angu informed that out of the available total irrigation potential, 0.92 Lakh hectare has been achieved including 1900 hectare in 2013-14. The earmarked central grant of Rs 60 Cr along with matching State share amount of Rs 6 Cr got released against Minor Irrigation under AIBP (accelerated irrigation benefit programme). Under CADWM (command area development and water management) programme through which irrigation potential created are brought under utilisation, an area of 900 hectare has been covered with financial investment of Rs 5.68 Cr. There exist utilisation gap of 40% due to poor funding through AIBP (being 50:50 funding pattern), he said.

WRD in collaboration with NERIWALM, Tezpur has brought out a DPR costing Rs 86.62 Cr for Medium Irrigation project of Sille Remi area under East Siang district. This project envisages irrigation potential creation of 3700 hectares and shall be proposed for taking up during XIIth Plan. Under Flood Management Programme, 10 basin projects are ongoing which require Rs 118.47 Cr. The CE stressed that necessary intervention of the state government with the Center is required for enhancement of fund to expedite its completion in time as well as to take up more new schemes.

The Chief Minister suggested for exploring the possibility of augmenting TRT (Tai Race Tunnel) water for irrigation from the proposed hydropower projects. He advised that instead of taking up more new minor irrigation projects, the department should give priority on renovation and rejuvenation of completed projects to make the created assets functional.

He also suggested that innovative water conservation projects are to be identified and proposed for implementation especially in water stress districts like Tirap and Longding while calling for involvement of grassroots level PRI members for identification of needy and viable projects.

During the meeting, issues of the department of Mines and Minerals were also discussed in detail. Also present in the meeting was Kamlung Mossang, Minister for Geology and Mines, Food & Civil Supply and Water Resources Department.

 

 

 

PPWC  & MLA appeal Govt for uninterrupted power supply

PASIGHAT, July 10: The action taken by Department of Power and Hydropower Development to address the power crisis in Pasighat Township in particular and the East Siang District as a whole are not at all adequate said Pasighat Peoples’ Welfare Committee (PPWC).

The PPWC Chairman Okom Yosung said that prolonged power crisis has paralyzed the normal life of the people. He said that in 2012, Chief Minister Nabam Tuki and former Minister (Power) Tanga Byaling had categorically assured to provide required fund to solve the power crisis of Pasighat from State Government in spite of its acute financial constraints.

The ministers and engineers had also assured that Yambung, Sille, Rina hydels would be taken care with necessary maintenance and replacement works. They also ensured uninterrupted power supply from 33 KV line from Aalo and 132 KV Line from Aalo-Pasighat line would be completed in addition to uninterrupted 3-MW supply from Jonai (APDCL).  But the government as well as the concerned departments could not materialize their assurances after a long gap,  there is no any visible improvement regarding Pasighat power crisis.

Terming the assurance of government and concerned department as eyewash, the PPWC feels that government has betrayed the people of Pasighat and in this regard an open discussion between the engineers and elected leaders along with common people would be held at Solung ground Pasighat on July 12.

The PPWC Chairman, however, said ‘we never encourage any kind of agitation which ultimately adds more sufferings to the people but there are certain issues  which bring the people closer  and compel them to agitate. Now times has come for 100 hrs East Siang bandh, if the government/departments fail to provide uninterrupted power supply in the District’.

He also informed that apart from electricity problem, the PPWC would take up the issue of drinking water problem within Pasighat area with the concerned authority.

Meanwhile, local MLA Kaling Moyong also expressed displeasure over the never-ending power crisis.

He also said that people of Pasighat area are waiting for positive response from government regarding uninterrupted electricity supply for the last couple of years. But the situation remains the same even after assurances from government. Now the situation seems to be more complex with the threatening of 100 hrs bandh by PPWC, he added.

Moyong also expressed his displeasure over the delay in commissioning the 132 KV Line from Aalo to Pasighat and added that the electricity supply agreement from Jonai to Pasighat would also end soon. He urged the government to renew the agreement so that the electricity supply from Assam to Pasighat continues without disruption.

He appealed to the state government and concerned department to seriously look into the Pasighat electricity crisis and reduce the possibility of public misunderstanding and hostility if any before the situation goes out of hand.

 

 

Training Programme on “Women Empowerment through Value Addition of Yak Products” completed

ITANAGAR, July 10: A three days training programme on “Women Empowerment though Value Addition of Yak Products” was organized exclusively for the women from July 7 at National Research Centre on Yak, Dirang, West Kameng.

All the 33 participating women were trained through front line demonstration on different value added yak milk products like functional paneer and enrobed paneer fingers/bites, value added yak hair fibre products like wall hanging, model carpet, doormat, caps, rope and chamar etc.

While inaugurating the programme, M K Saraf, Commandant, 4th Battalion, Indo-Tibetan Border Police, explained the multi utility of yak to the participants.

Dr. SM Deb, Director, National Research Centre on Yak, Dirang outlined the overall significance of the programme and made women aware on the economic benefits from the value added yak products. He also explained the future prospects of yak wool products.

Dr. Debasis Bhattacharya, Principal Scientist, NRCY, briefed about the importance of women empowerment.

Two women common interest groups were formed after the training for processing and marketing of yak wool products namely ‘Sangjaling’ and ‘Raktipha..

 

 

Road repaired on self-help basis

ITANAGAR, July 10: The entry point of link road to Sanglo Putung colony, which was in deplorable condition for years for want of maintenance, has been repaired on self-help basis by the public, ward member and councillor of Ward-No two during AAPSU’s 36-hour Capital Complex Bandh.

The road measuring 80 meters in length and 9 meter in breadth has been completely restructured with cement concrete along with formation cutting, informed Ward No Councilor Tatung Tania.  The work was carried out in cooperation with the ward member, youths of the colony and common public of the ward.

All the materials required for the maintenance work were managed by the councilor, the ward member in particular and the public.

Meanwhile, movement of all types of vehicles, including two-wheelers, on the repaired portion of the road have been restricted to allow proper setting of the cement concrete. The restriction will be effected until July 23 for light vehicles and August nine for heavy vehicles, the councilor informed.

When a baby is born, along with it, a mother and a father are also born. Often, we are eager to teach our little ones when there is a lot to learn from them. A baby exudes all the qualities of an enlightened person. A baby lives completely in the moment. Babies practise all the mudras right from the beginning. They are born in adi mudra – thumb tucked in a fist. They often sleep in chin mudra, index finger touching the thumb and chinmay mudra, with the remaining three fingers closed in a fist. Around the time their spine begins to develop, they start sucking their thumb (merudanda mudra). Through the day, they stretch and twist their spine or touch their toes and so on. Every posture of a baby is somewhere related to yoga. In fact, it appears that yoga was developed by looking at a baby growing.

Many times, people brush aside what babies say as gibberish. Interestingly, children often remember things from their past lives, and between the age of three and seven, they start forgetting it. So, if you keenly listen to them talk, they may be expressing things from their previous birth.

An individual’s life and character is shaped by four factors. One-fourth of it comes from parents. Another one-fourth is acquired through education and upbringing. Karma or the cause and effect of one’s actions provides another one-fourth and one’s own effort make up the last quarter. So parents form the very first foundation of a child’s life. A child starts his learning process by imitating his parents.

Children normally are keen observers. They observe everything, every moment. Most parents are oblivious of the fact that children are scrutinizing them every moment. Therefore, it is important for parents to be free from stress because parents’ stress or joy, their character and attitudes get transferred to the child.

Children are naturally drawn to music and dance. It is advisable to expose them to music which is not too aggressive, harsh and hard rock type.

Often parents cannot tolerate children crying. But we should not be too anxious to put a pacifier in the child’s mouth when it cries. It is good for the child to cry a little everyday for it opens up the lungs as well as the cranial bones. Osteopaths also testify to this.

While dealing with children or educating them, one tends to give a lot of negative suggestions. We should be conscious of this and instead should give positive suggestions. Instead of saying, “Don’t go there”, we can say, “Come here”. Similarly, instead of saying, “Don’t throw the bottle”, we can say, “Keep the bottle there”. One can make an effort to turn suggestions more affirmative rather than negative.

Children are a blessing from the Divine. Not only do they bring immense joy with them, bringing them up is a highly educational experience for the parents. They get plenty of opportunities to become more caring, more patient, to lead by example and most of all, to shower all their love on their bundles of joy. In some sense, it will not be wrong to say that parents play the role of God. With so many flavours, parenting can be a very colourful journey and a rewarding one too.

 

Art of Living hosting workshop for parents

The Art of Living is conducting host a batch of its world renowned Know Your Child (KYC) workshop in Itanagar on July 13, 2014. The 3-hour workshop will be held at the Art of Living Centre, H Sector, Itanagar from 2.30 pm to 5.30 pm. The workshop will help parents deal with individual problems faced by them such as aggressive behaviour, lack of concentration, poor eating habits, etc. It will offer specific solutions to enhance creativity, improve focus and concentration in studies and make children independent and responsible. Sustainable development should be target of any welfare scheme’

ZIRO, July 10: Sustainable development and generation of perennial revenue source should be the target of any welfare scheme or project, said Parliamentary Secretary (Home, Sports and Youth Affairs) Likha Saaya while chairing the maiden coordination meeting of all HODs with the newly elected legislatures of Lower Subansiri district at Hapoli on July 8.

An absolute team work and synchronization between the leaders and the officers are the key ingredients for the all-round development of the district, he said and felt the need to conduct such meetings regularly. He also felt the need to create an appraisal and a feedback system at work place so that development activities can be reviewed and renewed. He sought cooperation from his fellow legislatures and expressed hope that party differences would not interfere with the development activities of the district.

“I will not compromise on the quality of work implementation. Infrastructures created are the assets of the district, they should be our collective responsibility,” Saaya warned the work executing departments.

Also taking a serious note on officers not present in the meeting inspite of repeated prior information, he called for explanations from the officers in written.

Speaking on the occasion, Ziro Hapoli MLA Tage Taki emphasized on the need for a good coordination between the politicians and the bureaucrats.

“Your workplace is your karma bhumi, no matter from which part of the state or the country you belong to, development of your karma bhumi should be your first agenda,” he advised the HODs.

Raga MLA Tamar Murtem directed all the officials posted in his constituency to stay at their respective place of posting. This will place them in a better position to analyze the local situation for a better and effective development. He also directed them for timely submission of project proposals for perusal at the higher level.

Zilla Chairperson Hage Kobing requested for involving PRI members for a good and a participative governance. Regular training and awareness programs on various developmental schemes and activities of the govt. should be imparted to the PRI members as we are your backbone, he added.

The marathon 6-hour-long meeting gave all HoDs an opportunity to discuss various schemes and present their grievances to the MLAs.

Deputy Superintendent of Police John Pada briefed about the law and order scenario of the district. On the request to facilitate the police department with more accommodations for the jawans, Police modernization and sufficient fund for POL items to meet up any kind of crisis, the Parliamentary Secretary, Home promised to streamline the police housing schemes and take up the matters with the ministry.

Ziro Hapoli MLA Tage Taki opined that the Jawans, Sepoys should be oriented for a disciplined life. He also suggested for a master plan to locate vital points to establish beat points, to curtail crime and other law and order problems in the district.

All the three legislatures also felt the need for a broader study to identify the reasons as to why cases registered with the police are not disposed timely.

DMO Moji Riba brought to the notice of the MLAs that the only General Hospital of the district is void any ambulance, and X-ray machine. The lone blood bank is unable to store blood as there is no storage facility due to regular power fluctuation. Also due to the absence of a regular anesthetist, the four surgeons posted in the district hospital are helpless, he appraised.

SE (Elect) Bar Takum dealt in detail regarding the electricity revenue generation in the district. Compared to the energy loss of 70% in 2012-2013, it was reduced to 58% in 2013-2014 by rigorous checking of illegal consumption of electricity, metering through R-APDRP scheme and revision of load sanctioned for all the bulk consumers.

Er Tapi Tai also suggested for System Improvement in all the three constituencies and implementation of HVDS for load concentrates areas.

DDSE Yumlam Tana informed that under Corporate Social Responsibilities private schools in Ziro will be adopting a govt school nearby for a healthy social and educational exchange. To begin with Padi Lailang School has adopted LaL Bahadur Shastri Govt. middle school. He also requested the MLAs to assist him streamline the transfer posting of teachers in the district. Deputy Director Industries Gyati Mali appealed for up-gradation of technologies used in the craft centers.

The DLRSO briefed on encroachment related issues and presented the status report on the assessment for compensation on TAH.

DTO (Tourism) felt the need for emphasizing more on Eco Tourism and Rural Tourism in the district as tourism infrastructures has been adequately developed.

Majority of the HODs requested for adequate manpower to substantiate the workload. Renovation of ADC offices of Raga and Yachuli was also requested. All the HoDs were asked to immediately direct their staffs posted outside the headquarters to proceed to posting places. DIPRO

ZIRO, July 10: Subu Lapang, an extension of Hija village located 2 km away from it towards west has been inaugurated today by local MLA, Er Tage Taki amidst huge gathering of Hija people.

In order to make Ziro Valley a tourist hotspot and also to create suitable atmosphere for considering Ziro Valley as World Heritage Site, people of Apatanis has  now realized importance of maintaining natural landscape and its scenic beauty. As part of their responsibilities, they are preparing to extend their villages towards jungle instead of defacing present paddy fields that covers almost entire open area of the Valley extending from Hapoli to Old Ziro. Establishment of Subu Lapang village is one such alternative being arranged by people of Hija village.  Spear-headed by ZPM Dani Buker, people of Hija village are encouraged to settle here.

In his inaugural speech, Er. Tage Taki MLA has expressed his gratitude and appreciated people of Hija village for taking up noble initiative by encouraging people not to disturb the scenic beauty of the Valley. “Simply lunching a project is an easy job but it is tough to execute, like we are celebrating the creation of new village. It would be a tough job to make it real village,” he said.

Suggesting them to make proper master plan of the new village related to road, drainage, school location etc, MLA said that ‘being a civil engineer background I will help if any problem comes in preparing the master plan”. He also suggested them for early settlement so that he can pursue government for provisioning of basic amenities like establishment of school, electricity, water supply etc.

Taking note of increasing temperature as well as short listing of Apatani cultural and landscape for declaration as WHS, he discouraged on use of CIG sheets and suggested for bamboo products as roofing for which he would prepare to sanction cash amount in lieu of CIG sheets from MLA LAD fund against construction of residential buildings.

Organizer Dani Buker ZPM while highlighting the aim and objectives of the programme has submitted a memorandum to MLA which includes black toping of Hija to Siya road the life line of four census villages; development of civic amenities of all census villages; establishment of schools in these villages; construction of motorable road to Hija burial ground and erecting of two high mass towers at Nending Putu and Kago Limba.

Among others Er. Dani Gambo, SE PWD, Dani Pyaro, Under Secretary Finance, GoAP cum Chairman, Hija Officers Welfare Society, Dani Yubbe, DAO cum Chairman, Hija Employee Welfare Association, Kime Mobing ASM, Tilling Dolley, Ex-ZPM, Adv. Pura Dolo.

Earlier, to get first hand information, MLA accompanied by senior citizens of Hija village visited existing Hija to Siya road on foot march which is connected to western ring road.

On account of 36 hours AAPSU bandh call, MLA came to the village by covering 5 km on foot to attend the function at newly created village Subu Lapang.

It is to mention here that 50 years back some Hija people with a population of about 50 were settled there at Subu Lapang but due to lack of basic amenities they migrated to present Hija village. At present about one hundred people are residing here, told ZPM Hija.

 

 

Kojo river becomes ‘sorrow of Pam village’

RUKSIN, July 10: People of Pam village under 36th Nari-Koyu constituency have expressed serious concern over the negligence shown by the successive state governments towards  the development of the  village area situated along Assam-Arunachal  boundary.

According to the local villagers, unabated erosion posed by Kojo river, indiscriminate fishing, hunting and collection of forest wealth, non-existence of government offices and lack of improved technology in agriculture and allied sector and lack of any small scale industry are some of the major problems being faced by local people, but the authority concerned has not taken any step till date for solution to the problems.

The river, which is meandering through the croplands, has taken a critical turn in the plain area causing   erosion of both banks. It has already devoured several hectares of cropland besides eroding orchards, rubber plantation and paddy fields. The river has expanded its size ten times within the decade; defying all protection measures initiated by the villagers for themselves.

Talking to this correspondent, Anchal Samiti Member (ASM) of Pam panchayat, Kenmi Nyodu alleged that the village leaders had repeatedly moved the authority demanding anti-erosion measures to control river course, but their movement yielded no results.

“We repeatedly moved the former MLA to take up scheme to control the river course, but he had failed to do it during his long tenure. We have also informed our new MLA about the erosion problem, requested him to take effective step for solution to the problem”, said the ASM.

The village headman, who have sought authority’s intervention in order to control indiscriminate fishing and hunting on wildlife in the area, urged the territorial forest authority to set up Forest Beat office at Pam and depute adequate forester staff to check illegal collection of forest of timber and other forest wealth.

Pam village is situated at hilly terrain with lush green vegetation, the area has enormous scope for agriculture, horticulture development and fishery and animal farming. But due to lack of technical feedback by the department concerned, the rural farmers are dependent on the natural factors. The river-fed irrigation in the wet cultivation sites, which were damaged by the flash flood last year, is  yet to be repaired.

 

 

2nd quarterly review meeting of Changlang DHS held

CHANGLANG, July 10: The 2nd quarterly review meeting of Changlang District Health Society on NHM was held under the chairmanship of Deputy Commissioner Chanchal Yadav here yesterday.

Changlang DMO Dr. S Chai Pul while highlighting the objectives and the importance of the meeting urged everyone to make an insight into their performance of last three months and find out doable solutions with the minimum available resources and improve the health care scenario of the district.

DRCHO Dr. Tope Yomcha gave details on various indicators of health care and performance of each of the facility on ANC, RI, JSSK, JSY, RBSK, WIFS, AH, ASHA activities and revised incentives for ASHA and ANM/GNM through PowerPoint presentation.

DTO Dr. M Khimhun gave a PowerPoint presentation on the performance second quarter under RNTCP. The total new case during the quarter was 40 but over all CDR was 70.1% only, he informed.

Linjir Chisi, Consultant, DVBDCS, also gave a PowerPoint presentation on performance under NVBDCP in the first quarter. He also informed not much activity could be done due to paucity of funds.

DLO Dr. H Tangjang informed that one new case of leprosy has been detected in Changlang during this period but it was much below the national average.

Deputy Commissioner Yadav, who is also Chairperson of the DHS actively took part in the discussion and took keen interest in every slide of the power point presentations on different programmes and interventions being implemented under NHM. She appreciated the efforts of the health workers for bringing out a good name for the district and asked everyone to do better to retain the status in the state. She also appreciated the efforts of Dr. Yomcha for his clear and beautiful presentations.

She stressed the need for improving health sub-centres to make the health programmes reach the rural people. She assured to give her full support for the cause of the success of the programmes and passed a strong message to all the departments in the district to co-operate in the programme, especially the department of Education and ICDS.

She urged all the medical officers in different capacities to respect their noble profession and said the motivation must come from within and percolate it to lower level to achieve the goal.

The meeting resolved to conduct IEC, BCC activities for voluntary blood donation, strengthening the health sub-centres at Longran, Renuk and Balinong, renovation of the Kharsang PHC, rationalize deployment of Laboratory Technicians and their training on RNTCP, to launch vaccination against Japanese Encephalitis from the current month, to ensure cleanliness in hospitals, to quality service on ANC/PNC along with FP counselling at all health facilities and to complete the ASHA selection within July.

The meeting was attended by the District Programme Officers of RNTCP, NLEP and Consultant, DVBDCP, ZMO, Eastern Zone, Miao, Medical Superintendent, District Hospital, Changlang, MO i/c of PHCs and CHCs and all the stake holders of the District Health Society, Changlang. DIPRO

Stop leakages of revenue

For a state like ours which is struggling hard  to generate revenue of its own, there is urgent need to find ways to earn more revenue. Lack of revenue generation has forced state to totally depend on central funds to carry out development activities. Tax and excise department has failed to plug in the revenue leakages.  Though department has been earning record revenue in recent years, still they have not been able to stop the leakages of revenue.

Corruption is considered to be major cause of revenue leakage. Business community avoids paying taxes using illegal means in nexus with the officials of tax & excise. It is noticed that maximum leakage is taking place from tax and excise check gates set up in various entry points. Government of Arunachal should take note of such problem and find out means to tackle it. In this regard it is heartening to note that Chief Minister Nabam Tuki opined for appointment of a knowledgeable tax consultant of repute to guide the State Government to increase its tax base for generating more revenue. He shared this in a high level interactive review meeting of Tax & Excise and State Transport Department that was organized in the Conference Hall of Chief Minister’s Office on Wednesday. It was also discussed to constitute a committee to look into the matter of double taxation. Chief Minister Nabam Tuki should expedite the process to appoint tax consultant before its too late.

Enduring stage of repair and reconstruction

Dear Editor,

Through your esteemed daily, I would like to highlight the transportation and communication problem being faced by the public of Kharsang Miao circle of Changlang district.

Repairing and reconstruction of Namchik-Miao road was started in the year 2012 and it is still in the same stage of repair and reconstruction!

I would like to know how much time it would take to repair and reconstruct a road which is merely 30 kms. I am sure it doesnot take 3 years.

Miao and Kharsang, being an industrial hub and one of the most populated area needs proper and good road. The distance of the road is approximately 30km and it takes more than 2 hours to complete this length.

Many sick and injured people have already died because they have not been able to reach hospitals on time as we have to go to Assam to avail better medical facilities.

And people spend lot of money in repairing their vehicles as it need maintenance after every journey through this road. Students cannot reach school on time as there are potholes every where.

So on these grounds, I would like to appeal to  the concern govt department, local MLA, ZPM and public leaders of this area to look into the matter and speed up the construction and repairing process.

Our dreams are ignited

Dear Editor,

I would like to thank MLA  26th Dumporijo ST Assembly Constituency  for sorting out our grievances.

The restoration of bus service of Daporijo- Maro- Baririjo road, establishment of police chowki  at  Maro and directing all the departmental heads and staffs to cater to the needs of the villagers  whenever approached and to make their presence felt whole through the year are praiseworthy.

Maro which is a new born Circle headquarter was lying on the verge of being overshadowed by the harsh word ‘ignored’ in context to the development factors, but with the initial fruitful vision of development shown to us by our present MLA has ignited our dreams, and we are hopeful that he will bring the much needed developmental change, making our area and the people pace up with the fast running modern world.

I would like our  MLA to initiate efforts for full pledged establishment of Krishi  Vigyan Kendra (KVK) at Maro as the construction of KVK office building has been put on halt that too in the final stages of completion. It’s worth to mention that though the Govt. Papers shows KVK, Maro in its list, the staffs are running it from the district headquarter Daporijo; thus depriving the much needed developmental assistance.

The education sector too is longing for basic infrastructural development. The Primary School campus and the school infrastructure need special attention. Presently the school is in its worst condition and the basic amenities for the teachers and students required in the school too seem to be insufficient as compared to other primary schools of the adjoining areas.  

The Secondary school is also in need of separate Boys Hostel.

Many students have opted for rented house in absence of hostel facility.

Obsolete concept for the "progressive" generation

Dear Editor,

This is in response to Jumi Ringu's article titled "Sex education the need of the hour!"(July 9).

Since pre-marital sex is the root cause of most of the social evils that are plaguing today's society, value-based education should definitely be implemented immediately in school curriculum as rightly stressed by the Health minister Mr.Harsh Vardhan.

Thanks to the vulgarities in commercial films and lewd advertising campaigns titillating the sexuality of public; pre-marital sex has become the "in-thing", throwing all norms of precautions and morality to the wind.

Previously, marriages were mostly arranged and the bride and the groom were absolutely alien to each other. Even when there was a love affair, it was mostly platonic in nature; holding of hands being the ultimate fantasy. But now people, including even higher school children, are just having sex for mere fun! By engaging in such a "bold" act, they might be regarding themselves as harbingers of "modernity" and "liberalism"; but practically they are ruining their own lives and upsetting the equilibrium of the society. The dreaded disease of cervical cancer and AIDS are on a drastic increase, thereby breaking the backbone of the society. Innumerable girls are committing suicide after being subjected to blackmails by the "lovers" who have clicked the sexual acts in cell phones. Moreover since our society is pseudo-modern where pre-marital sex is "in", but unwed mother is "out"; the unwanted pregnancies lead to abortion which further lead to depression or health-related complications.

Since today's relationship is all about bodies; marriages are breaking up at the drop of a hat because of doubts regarding the pre-marriage affairs of the respective partners. Afte rall engaging in sex only after marriage is fast becoming an obsolete concept for the "progressive" generation!

Indians of earlier "laggard" generations had dealt with sex in an extremely dignified and responsible manner without being imparted "sex education" in schools as they built their lives on the edifice of certain values, cultural and social norms.

All things old are certainly not gold. But to exercise our "modernity", we should not banish the good traits and culture of yesteryears. Each and every act deserves certain space and time. Just as A leads to B, 99 leads to 100, school curriculum leads to college syllabus, degree leads to jobs which in turn leads to marriage; similarly marriage should lead to sex.   Marriage is not a matter of joke, but an institution by itself. Not only it demands physical and emotional devotion, but purity of body and mind as well. Rightly has Mr. Harsh Vardhan commented that one should also promote integrity of sexual relationship between husband and wife --- a part of Indian culture. Thus imparting value education in schools is the urgent need of the hour for the sake of welfare and morality of the society.

A rally perhaps

Dear Editor,

The recent issue of Chinese claim on Arunachal Pradesh is a most serious problem which needs to be checked early. That's why I appeal to all the active personalities of all the organizations of the state to convene a mass movement or a Rally jointly in every district on a convenient day to mark total protest against the claim and in order to make the masses aware of the situation.

It's also necessary to endorse the resolutions of all district rallies to the centre so that the authority can press hard against Chinese claims.

On the other hands, such protest rallies may be done tactfully so that the present processes of peace building measures of the two nations are not hampered.
